The project initiation and planning (PIP) phase is a critical activity in the life of a project. It this at this point that projectsare accepted for development, rejected as infeasible, orredirected. Project initiation focuses on activities designed to assist in organizing a team in conducting project planning. This is depending on the size, scope and complexity of the project. The main output in the initiation process is project charter. For the planning, it is a second activity within the PIP and distinct from general information system planning where its focuses on assesing the information systems need of the entire organization. It involves of defining clear, discrete activities and the work needed to complete each activity within a single project. The objectives of project planning process is to develop a Baseline Project Plan (BPP) and Project Scope Statement (PSS)
This two processes are to transform a vague system request into a tangible system description clearly outlining the objectives, feasibility issues, benefits, costs, and time schedule for the projects. Project initiation includes forming the project initiation team, establishing customer relationship, developinga plan to get the project started, setting project management procedures, and creating an overall project management environment. A key activity in project planning is the assessment of numerous feasibility issues associated with the project. Feasibilities that should be examined include economic, technical, operational, schedule, legal and contractual, and political ones
